This Regulation replaces Annexes 4 and 5 to Regulation (EC) 850/2004, on persistent organic pollutants, in order to update those Annexes.
Hexachlorobutadiene, polychlorinated naphthalenes, and short-chain chlorinated paraffins are added to the list of substances which are subject to waste management provisions found in Annex 4 to Regulation (EC) 850/2004.

New REACH Roadmap published

The European Chemicals Agency (ECHA) have published new guidance for Regulation (EC) 1907/2006 on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and establishing a ECHA.

The REACH Roadmap provides an outline for the milestones planned in the run up towards the final registration deadline.

The last registration deadline concerns companies that manufacture or import substances in low volumes, between 1-100 tonnes per year, and will be for existing chemicals on 31 May 2018.

Seven phases of a successful registration process are considered, and relevant milestones and estimated timescales for those phases are broken down.

The ECHA's Executive Director, Geert Dancet, commented “The REACH 2018 deadline may now seem distant but I really urge companies to start preparing now in order to meet the deadline successfully. All support material will be available in 23 EU languages and together with the national helpdesks and our industry stakeholders, we are committed to supporting the companies”.

Railways (Interoperability) (Amendment) Regulations SI 2014/3217

These Regulations came into force on 1 January 2015 and apply to England, Scotland, Wales and Northern Ireland.
They amend the Railways (Interoperability) Regulations SI 2011/3066, adding Directive 2014/38/EU, which amends Directive 2008/57/EC as far as noise pollution is concerned, to the definition of “Directive” in those Regulations.
